According to this post on BlueSky they're owed a substantial sum from a land sale but haven't been paid.

Hope they can pull through.

Heard rumours yesterday. That will put Caley 2nd bottom now.  

Sad news hopefully they can be saved.

I actually think inverness will easily overhaul the deficit and be near the playoffs come season end. 

Possibly with enough points to have won the league without the deduction. 

That league is incredibly tight

All the best to them.   Things sound very dodgy in the background. the land sale deal being part of that, its not the innocent failure of payment that it seems to have been worded.

Yeah, I heard something more about that, that the firm which owes the money is itself owed by board members. Or something along those lines. What a mess, if true.
