Each prototype will be tested to see if it can be dug through. Each company is to receive 1/2m dollars for their efforts. I hope each company deliberately screws it up, a big fat V sign to Trump that his plan really an absolute nonsense. That is the ultimate hypocrisy of it all though. Geography and logistics both tell us that it can never really be built. He'd bankrupt the country trying to get it done?
